 Post subject: Mivec Solenoid Voltage ?

was testing the solenoid with the 12v and it clicked now i hooked up a voltmeter and gradually revved the engine and i noticed the voltage dropped from 13.1v to a little over 6v. after a couple seconds when the mivec engaged. does this mean there's an issue with my ecu? would a controller solve this?

any input is greatly appreciated thanks

It's PWM controlled.
