Would like to know if it's safe to use a switch to turn on MIVEC manually when I want. Eg. at 4500 rpm

It's safe but really you'd need to do something to correct the fuelling and preferably the ignition timing. However it is pretty pointless as the engine will produce less power/torque with mivec below the factory switch point than without it.

Mitsubishi set it where it is for a reason, that's where it is best. If you overlaid dynamometer graphs of the full engine rev range with and without mivec the curves would cross at that point. Mivec doesn't give a boost it changes the engine so that it's optimum rev range is higher (by changing to more aggressive cam profiles), the lower cam is better to 5200 the upper above that.

On gen2 RS engines the lower cam is more aggressive than on none RS so the changeover is delayed.
